CITY COUNCIL AGENDA
Notice is hereby given of a regular meeting of the City Council of Hunters Creek Village, Texas, to be held on Tuesday, September 19, 2006, at 7:30 p.m. in the City Hall at #1 Hunters Creek Place, for the purpose of considering the following agenda items.

Call to order and the roll of elected and appointed officers will be taken.
PUBLIC COMMENTS. At this time, any person with city-related business may speak to the Council. In compliance with the Texas Open Meetings Act, if a member of the public comments or inquires about a subject that is not specifically identified on the agenda, a member of council or a staff member may only respond by giving a statement of specific factual information or by reciting existing policy. The City Council may not deliberate or vote on the matter.

2. PUBLIC HEARING
A public hearing will be held to receive public comments concerning the proposed budget for fiscal year 2007.
CONSENT AGENDA. The following items are considered routine by the City Council and will be enacted by one motion. There will not be a separate discussion on these items unless a Councilmember requests, in which event, the item will be removed from the general order of business and considered in its normal sequence on the agenda.
3. Approval of the Minutes of the August 15, 2006 council meeting.
4. Approval of Resolution No. 06-12 authorizing the mayor to execute an Inspection Services Contract with Charles Satterfield for the Pifer Road improvement project and the Piney Point Village Soldier’s Creek Relief project.
5. Approval of Resolution No. 06-13 authorizing the mayor to execute an Interlocal contract for cooperative purchasing with HGAC.
6. Approval to receive and accept a final report and recommendation from the Planning and Zoning Commission amending the City’s zoning ordinance relating to notice and public hearing requirements for amendments to zoning district classifications, boundaries, and regulations in Section 17 of Chapter 14 of the Code of Ordinances and to call for public hearings to be held on October 17, 2006 and November 21, 2006 at 7:30 p.m.
7. Approval to authorize the expenditure of an amount of $1,900 for the repair of overhead lighting at Memorial Drive and Timberwilde from budgeted funds for street maintenance.
8. Approval to receive and accept the certified appraisal roll for the 2006 tax year as submitted by the chief appraiser.
REGULAR AGENDA
9. Discussion and possible action to consider a request from the City of Piney Point Village to store equipment at the City of Hunters Creek Village’s maintenance facility.
10. Discussion and possible action to consider a request from the Hunters Creek Village’s Police Commissioners to authorize the commissioners to vote to withdraw from the Village Insurance Cooperative, if in the best interest of the Memorial Villages Police Department.
11. Discussion and possible action to consider approval of the award of a contract for disaster recovery assistance and debris management services and a resolution authorizing the execution of a contract.
12. Discussion and possible action to approve Ordinance No. 670 amending the budget for fiscal year 2006 to appropriate funds from fund balance for (a) the design for the railings for the existing bridge over Soldier’s Creek on Memorial Drive in an amount not to exceed $10,000 and (b) for expenditures in the amount of $15,000 for the installation of the gas generator at city hall.
13. Discussion and possible action to authorize the expenditure from budgeted funds for the repairs to a storm drain line in a public drainage easement at 10950 Memorial Drive at Bryn Mawr.
14. Discussion and possible action to consider the proposed tax rate resulting in an increase in revenues for the 2007 fiscal year budget.
15. Discussion and possible action to call for public hearings on the tax rate resulting in an increase of revenues.
16. Discussion and possible action to consider Ordinance No. 671 adopting the budget for fiscal year 2007.
17. Discussion and possible action to consider:
a. Approve a motion to set the tax rate for Debt Service for 2007;
b. Approve a motion to set the tax rate for Maintenance and Operation for 2007;
c. Adopt Ordinance No. 672 providing for the levy and collection of ad valorem taxes of the City of Hunters Creek Village, Texas for year 2006 and for each year thereafter until otherwise provided; providing the date on which such taxes shall be due and payable; providing for penalty and interest on all taxes not timely paid; and repealing all ordinances and parts of ordinances in conflict herewith; and providing for severability.
18. Discussion and possible action to approve a contract for auditing services and authorize the mayor to execute on behalf of the city.
19. Discussion and possible action designating a representative and alternate to the Houston-Galveston Area Council 2007 General Assembly.
20. Discussion and possible action casting votes for Texas Municipal League Intergovernmental Risk Pool Board of Trustees election.
21. Discussion and possible action to determine the most qualified candidate for project manager services for the Memorial Drive Phase III and IV drainage and paving improvements projects and authorize the mayor to negotiate a contract for those services.
